Linking the European Biotech Act Objectives with EUTIR

August 2025

This document provides strategic feedback to the European Commission on the upcoming European Biotech Act (planned for Q3 2026), proposing how it can be effectively linked with the European Trade Indexes Registry (EUTIR) to enhance the EU’s biotechnology competitiveness. It outlines how EUTIR’a decentralised, interoperable digital infrastructure’can support the Biotech Act’s core objectives of speed, financing, scale, skills, and data/AI by ensuring trusted, machine-readable, and verifiable exchange of regulatory and trade-related data across borders and sectors. The document also presents a comprehensive vision for a unified EU digital trade ecosystem, integrating platforms like eFTI, Digital Product Passports (DPP), CBAM, and customs systems, all underpinned by digital trust frameworks such as LEI/vLEI, eIDAS, and blockchain-based verification via EBSI. Ultimately, it advocates for EUTIR as a foundational element of Europe’s green and digital transition, enabling innovation, regulatory efficiency, and global leadership in secure, sustainable trade.
